JOB SUMMARY:         

The Education Coordinator supervises specialists, teachers, home visitor, consultants and coaches who are responsible for the successful operation of the Education and Child Development Services of Grand St. Settlements Early Childhood programs.  The Education Coordinator plans and collaborates with other coordinators and staff in GSS’s Early Childhood Services Program to ensure that outcomes are achieved for children of all abilities. 

Responsibilities:

Under the direct supervision of the Head Start/ EHS Director, the Education and Disabilities Coordinator shall be responsible for:

·         Ensure compliance with Head Start Performance Standards and EHS services; Department of Health NYC (Article 47), GSS Policies, CACFP Guidelines – maintaining overall health and safety of children and staff

·         Collaborate with Head Start/ EHS Director to ensure high quality comprehensive services are delivered effectively and timely to all enrolled children/families; including transition plans, School Readiness, and Parent, Family, and Community Engagement efforts at directly operated  programs and delegate sites

·         Participates in Annual Self-Assessment, Program Information Report (PIR), Community Assessment, Federal Reviews and Policy Council Meetings

·         Collaborate with HS/EHS Regional Specialist to promote high quality services for all program options

·         Main contact for community school program option; oversight of staff members at community schools including scheduling, monitoring and support

·         Planning: Implement policies and procedures for the education and disabilities portion of all program options with parents, staff, and GSS supporting the effective implementation of the education and child development content area in alignment to Head Start Performance Standards, Early Learning Outcome Framework, NYC Pre-K Standards and Common Core

·         Program Implementation: Supervise curriculum implementation ensuring that teachers and home visitor provide developmentally and linguistically appropriate experiences appropriate to age, language and culture of children served including pregnant women.  Supervises the coordination and planning for transitions of all children and families.  Lead the implementation of EHS SRG including: assessment data analysis, program planning to support positive child outcomes, and connecting SRG to all content areas

·         Family Partnerships: Ensure parents are integrally involved in developing the program’s curriculum and identifying school readiness goals; Offer opportunities to build child observation skills connected to child development; Work with parents, teachers and service coordinators of children in process or receiving Early Intervention/ CPSE services to ensure smooth transitions in to and out of the program; Provides parents with information and assistance in understanding and advocating for services and support needed to address their child’s special needs. Assist parent/guardians with the special needs referral process which includes attending the Manhattan and Brooklyn EI and CPSE district meetings. Provide parent workshops to the general population and children with special needs. 

·         Community Partnerships: Develops and implements a strategy which supports a successful transition for all children including children with disabilities/mental health concerns or other special needs into the Program or from the program into kindergarten or another community program.  Works with collaborating partners, consultants and Education/ Disability Specialist; Maintain strong relationships with any local agency responsible for implementing IDEA to ensure children receive the proper services; Maintain a Disabilities Advisory Group with collaborating partners and parents.

·         Communication and Service Coordination : Work closely with Education /Disabilities Specialist, Center Directors, staff, parents and consultants to support arrangements for identification, referral, and evaluation of children with suspected disabilities for all children 0-5 including prenatal / postpartum needs;  Support transitions with children and families in all program options in and out of the program;  Collaborate with Health Coordinator to manage children’s nutritional needs, parent education related to nutrition, and other food/ kitchen related needs; Oversees the Disability Services for children and families in accordance to Head Start Standards  and IDEA regulations; Coordinates recruitment of children with disabilities into the program with minimum enrollment of 10% at all times along with other staff and community agencies;  Work with therapeutic agencies to help with Integrated Classrooms; Conduct observations of children who have an IFSP and IEP; Ensure that IFSP and IEP mandates are in compliance and follow ups with the district, therapeutic agencies and district meetings are being completed

·         Record Keeping and Reporting: Maintain filing, tracking and documentation systems for the early childhood education service area for children and staff credential requirements; Ensure confidentiality of staff, child and family records; Gathers data for educational efforts and outcomes on individual and center-wide basis, analyzes data and makes program development recommendations to leadership team; Inputs data into COPA system; Maintains tracking forms, program projects and Robin Hood Foundation report.

·         Ongoing Monitoring and Self-Assessment: Monitor child education files, assessment data base, and developmental / behavioral screenings and follow up.  Track child outcomes and program quality assessment results on a center-wide basis, analyze data and make program development recommendations to Center Director.  Monitor classroom environments regularly using formal and informal observation, implement researched and reliable tools (Infant Toddler Environmental Rating Scale – ITERS and Toddler CLASS)

·         Human Resources and Supervision: Supervise Education/ Disabilities Specialist, home visitor and teaching staff.  Participates in hiring, orientation, and training of program staff, volunteers and interns.  Work with teachers to develop and support their individual development plan.  Coordinate and implement coaching and professional development for all staff.  Provide training to teachers and home visitor related to School Readiness Goals (SRG) and other topics as needed; work collaboratively with Education Consultants (T/TA Plan)

·         Participate in trainings, regular meetings and conferences

·         Perform other duties and undertake special projects as assigned

Qualifications:

·         Bachelor’s Degree required; Master’s Degree in Early Childhood Education preferred 

·         Position requires a current New York State N-6 certification, Students with Disabilities preferred 

·         Must have demonstrated achievement in supervision and management, family and community partnerships and collaborating with diverse teams

·         Experience working with young children and understanding of principles of early childhood development

·         Experience working with and knowledge of community resources

·         Ability to foster and maintain positive, professional relationships with program staff and families

·         Excellent writing skills and computer proficiency 

·         Maintain certification in CPR and First Aid
