JOB SUMMARY:         

Responsible for developing and managing early childhood services for children birth- age 5 and pregnant woman.  The program involves comprehensive services for 512 children and their families through EHS Home Based, EHS Center Based, and Head Start programming; providing exception leadership, implementation of on-going monitoring, effective training for supervisory staff, communication and cooperation with delegate partners, and strategic outcome driven program planning; managing overall organizational work and compliance for the Head Start and Early Head Start programs and collaborations.

        

Responsibilities:

·         Responsible for overall direction and planning for all aspects of HS and EHS programs in collaboration with the Managing Director of Early Childhood Services, Governing Body, and Policy Council to develop high quality programming

·         Report directly to appointed Head Start Regional Office officials and work cooperatively with appointed Training/ Technical Assistance specialists

·         Formulate, coordinate and implement all aspects (Program Management and Design, Educational, Health, Disability and Family/Community Partnerships Content Areas) of the Head Start Performance Standards

·         Direct supervision of HS/EHS management and leadership team; hiring, termination, performance evaluations, professional development training and execution of roles and responsibilities

·         Overall supervision of HS/EHS staff for all program options and partnerships

·         Monitors and renews annual program applications/contracts, includes completing of the annual self-assessment, PIR, creating and designing the annual Program Calendar and T/TA plan along with long and short term program goals, and all other compliance reports

·         Ensures the program preparation for federal reviews

·         Ensure compliance with all NYC Department of Health regulations and all facilities regulations

·         Ensures compliance with ACF Policies and Head Start Performance Standards

·         Ensures the implementation of all Head Start/Child Care/Early Head Start Collaboration program goals, SRG and family community partnership goals 

·         Ensures program coordinators, specialists and consultants meet all areas of compliance within Head Start Performance Standards, including qualifications

·         Collaborate with key staff, parents, and governing bodies to develop high quality programming for children and families from birth to age 5

·         Provide for staff and parent training through workshops, consultants, meetings and other resources

·         Develop and implement effective training for all staff and delegate sites (center base and home based); Head Start requirement, roles and responsibilities, comprehensive services and ongoing monitoring

·         Conducts and documents annual staff program performance evaluations

·         Be responsible for developing good staff relationships and staff participation in the entire program

·         Participate in appropriate community organizations and partnerships, and ensures the completion of the Full/Annual Community Assessments

·         Coordinate the resources of the community such as health and welfare agencies and use them effectively to enhance the services for the families

·         Coordinate and integrate program components to meet the needs of the children served

·         Have sound knowledge of the Head Start Enterprise System (HSES), Grant Solutions and any other program related required systems.

·         Verifies time cards and schedules staffs’ vacation time, sick leave and compensatory time to ensure program coverage and effective program operation

·         Manage program budgets in collaboration with Financial Analyst

·         Ensure compliance of Office Budget Management (OBM) along with monitoring the budgets and contracts

·         Maintain and provide programmatic oversight of contractual agreements with program partners, private, state and city agencies

·         Establish and maintain strategies partnerships between Grand St. Settlement Early Childhood programs and critical stakeholders; represent organization/ program in the community

·         Special projects as assigned

Qualifications:

·         Master’s Degree in Early Childhood Education

·         New York State Permanent Teacher Certification (N-6)

·         At least 4-6 years of achievement in supervision and management, family and community, leadership and collaborating with diverse teams.           

·         At least 3-5 years’ experience working with children birth- age 5

·         Strong background and understanding of program development and strategic outcome focused planning and implementation

·         Proven ability to successfully lead federal, state, and local audits/ reviews

·         Proven ability to effectively train key staff in all areas of comprehensive services according to Head Start Performance Standards

·         Excellent oral and written communication skills, and computer literacy

·         Enthusiasm, vision, creativity and initiative

·         Meet all employee health requirements in Article 47 (DOHMH) and Head Start performance standards

·         Mandated Reporter training certificate (every 2 years) and comply with agency’s policy and procedure regarding identification and reporting of child abuse and neglect

·         Obtain First Aid/CPR and Preventive infectious diseases certificate within the first year of employment.
