Description:

The Executive Director for Early Childhood Programs has responsibility for the overall management of the Early Intervention program, Infant Child Learning Center (ICLC) and Lamm preschools. The Executive Director serves as the Principal Investigator responsible for all grants and funding related to these programs (DOE, District 18 Safe Schools, Healthy Students, DOE Project Liberty, Preschool Special Education Integrated Program, UPK Program). The Executive Director is the principal representative for the Early Childhood Programs for all related stakeholders including the SUNY Research Foundation, SUNY Downstate College of Medicine Department of Pediatrics, Department of Education, NYS Department of Health and Mental Hygiene. 

Responsibilities:

• The clinical and administrative aspects of preschool programs at ICLC and Lamm, the Early Intervention Program (Developmental Assessment Unit, Hospital/Home/ Center-based program), Preschool Special Education Program (Assessment Unit, Center-based Special Education classes, Integrated class, SEIT, and related services), Daycare and Universal Pre-K programs. 

• General management of daily activities, processing all personnel transactions, coordination of funds flow and funding with Research Foundation in Brooklyn and Albany, development and maintenance of applicable databases, ensuring compliance with all funding and regulatory agencies. 

• Provides financial oversight for a $10,000,000 plus operation, including budget development, monitoring fiscal health of individual programs, developing new fiscal strategies to improve performance, seeking and applying for new programs and additional funding sources as well as fundraising activities. 

• Responsibility for the budget oversight includes disbursement of funds from 611/619 supplemental IDEA funding, providing narratives and rationale, working with the CFO and RF administration to develop and manage the annual budget, assisting with annual CFRs (certified financial reports), meeting with external auditors and compliance agents.

 • Manage and oversee all audits and information requests from funding agencies, organizes related workgroups and prepares and implements corrective actions as needed.  

• Work closely with the CFO to review revenues, expenses and adjust the budget accordingly. 

• Review and renew all ongoing contracts and permits (CPSE, UPK, EI, CACFP, DOHMH) submitting necessary documents, liaisoning with funding agents and ensuring timely funding renewal. 

• Serve as the main contact for all funding agents and regulatory agencies as well as liaison for various outside institutions. 

• Responsible for funds and grants in all accounts including CACFP, FSA and HSCB accounts. 

• Recruitment, screening, hiring, appointing, orienting, performance plans, performance assessments and counseling for all staff and personnel. 

• Work with RF administration and StaffCo (Lamm school) on personnel issues and interact with UFT representatives regarding contracting issues and personnel problems. 

• Responsible for personnel change forms, requests for salary adjustments, promotions, merit pay, etc. 

• Meet with senior staff to assure regulatory compliance and adherence with protocols, development of policies and procedures, assist with problem solving, review unit performance and quality metrics, and engage in strategy development. 

• Provide oversight of facility activities and building management including regulatory compliance and ensuring inspections are current. 

• Liaison with all outside vendors and NYC Offices (FDNY, DOH, DOB), arrange contracts with vendors (HVAC, fire safety, alarms and security, IT, telephone, etc.), liaison with building landlord, address maintenance needs. 

• Review OTPS spending including orders for office and classroom supplies, equipment and monthly expenses. 

• In addition to being an essential community service, the sites and activities of the Early Childhood Programs provide important learning experiences to students and trainees in SUNY Downstate’s colleges and to other visiting learners. 

• Provide oversight and participate in the training and education of Downstate medical students, residents (Pediatrics, Psychiatry, Neurology, Family Medicine) and fellows (Psychiatry, Child Neurology) from Downstate and those visiting from other local institutions, as well as provide supervision for undergraduate, master’s and doctoral level students and interns from Downstate, KCHC, Pace University, LIU, Brooklyn College and elsewhere. 

• Be the representation of the Early Childhood Programs.

 • Provide presentations regarding EI, ICLC and Lamm programs at Downstate and to outside organizations and agencies. 

• Coordinate and direct all presentations, events and public relations activities including special events such as graduations, professional development days, naming ceremonies, groundbreakings, awards ceremonies, etc. 

• Meet with government representatives and City and State agencies to promote its programs and the benefits to our communities. 

Qualifications:

• Be appointed as faculty in the Department of Pediatrics 

• Progressive administrative responsibility leading early childhood development programs and/or social services 

• Successful track record involving fiscal oversight, budget development and management, staff and program management, fundraising, grant writing and management, program design and evaluation and compliance of funding and regulatory agencies 

• Effective at building relationships with internal and external stakeholders to advance the mission and services 

• An advanced degree is preferred; bachelor’s degree is required
