JOB PURPOSE

Ensure delivery of high quality social services to children & families enrolled in the program & establish/monitor procedures & systems supporting achievement of desired outcomes.

Responsibilities:

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

 

Home-Based Family Services

  • Plan, administer and coordinate the required programs of services for children and families
  • Interpret and implement federal regulations and guidelines pertaining to the Early Head Start/Head Start Program
  • Direct and supervise the work of Home-Based Social Services staff including recruitment, management, staff meetings, staff training and development, evaluations, etc.
  • Supervise the completion of all required documentation, ensuring appropriate confidentiality.
  • Oversee implementation and follow-up in all areas of family engagement including family partnership agreements, various tracking systems maintained by Social Services
  • Monitor family needs, coordinate referrals for services, provide crisis intervention as well as counseling & support services to parents and caregivers
  • Work with staff and families to assure development and implementation of meaningful family partnership agreements and action plans to address family goals
  • Engage in ongoing assessment of the quality of services including giving and receiving feedback on the quality of services
  • Work with other supervisors to coordinate in-service training.

 

Prenatal Program

  • Recruit expecting mothers and their families for our EHS Prenatal program
  • Provide all aspects of case management to expecting families
  • Partner with expecting families to create goals and Family Partnership Agreements
  • Deliver curriculum Partners for Healthy Babies for expecting families
  • Conduct weekly contact via home-visits, office visits, phone contact
  • Provide prenatal support groups to include various topics including breastfeeding, substance abuse, etc.
  • Create and maintain partnerships with Health professionals including health clinics, WIC program, etc.
  • Maintain a prenatal caseload of at least 10 families
  • Update and maintain case management for all prenatal families via our database systems

 

Other Professional Responsibilities

  • Oversee coordination and implementation of various programs including but not limited to Early Head Start Home-based, Family and Financial Literacy
  • Develop and strengthen existing community partnerships and coordinate the distribution of information on community resources.
  • Travel regularly between all programs to provide supervision.
  • Perform other duties as assigned by supervisor

Qualifications:

JOB REQUIREMENTS

 

Required Knowledge

  • BA with 5+ years of supervisory Early Head Start/Head Start experience or MSW with 1+ years of experience working with families and children or related degree with experience.
  • Desire to work with low-income families in a multilingual and multicultural setting. 
  • Demonstrated knowledge of community resources and how to access services for children and families.
  • Knowledge of child development and sensitivity to the needs and characteristics of young children and families.
  • Knowledge of the foundations of Head Start and Early Head Start.
  • Successful track record in community/social services & familiarity with local resources required.
  • Ability to multitask and handle stressful situations in a professional, courteous and friendly manner.
  • Ability to maintain confidentiality of records and information.
  • Excellent interpersonal skills and ability to communicate effectively, both orally and in writing. 
  • Willingness to work as part of a team.
  • Approach to working with families must be empathetic, flexible, respectful, and professional.
  • Ability to read, write, and communicate effectively in English.
  • Knowledge of MS Office suite and use of MS Office suite and basic computer skills required.
  • Bilingual English/Cantonese/Mandarin or English/Spanish strongly preferred.
